Study On Index Evaluation System Of Eco-city In Tianjin

Cities, the main human habitat, have played an important role in the development of social development and advance of human civilization. But along with the rapid urbanization process, cities are encountering those problems, such as resources exhaustion, environment pollution and ecological damage. In our exploration of the sustainable development model, the eco-city theory is emerging, which is called the best model of the future city development. The Quality Evaluation Index System of Eco-City and Application Research are critical component of the eco-city theory. The scientific, rational and practical Quality Evaluation Index System of Eco-City, in accordance with scientific intension and internal requirements of eco-city theory play the theoretical and practical role in standardization of eco-city construction and quantitative assessment on eco-city development.Tianjin City must handle properly the relationship between city development and environment protection in the course of the rapid development of society and economy. In August, 2006, the Tianjin City Master Planning (2005～2020), approved by the Sate Council, set the target of constructing the Eco-city of Tianjin, which is concentrated expression of putting people first, building the sustainable and harmonious society. So it has the important practical significance to research the Quality Evaluation Index System of Eco-City of Tianjin.On the basis of understanding the explicit connotation of the eco-city and referencing the ecological cities and methods of modeling for sustainable development at home and abroad, this paper puts forward with the constructing principles of the index system of eco-city, sets up the Quality Evaluation Index System of Eco-city, and conducts the empirical research through the Evaluation Index System. Firstly, by comparison of Beijing, Dalian and Tianjin, this research shows that Beijing is the best in ecological construction, second Dalian, the last Tianjin. Compared with the other two cities, Tianjin is at a lower in social economic development and at a mediocre level in ecologization. It is shown that Tianjin, though in the middle place in ecological index of society subsystem, but in the last place in ecological index of economic subsystem and environment subsystem, and comes last and stays low in many indexes. Secondly, by analyzing the Tianjin Ecological Construction (2003-2007) through the Evaluation Index System, this research shows that Tianjin Ecological Construction moved with favorable development, and especially after passing the evaluation of the National Model City for Environmental Protection, Tianjin made a rapid progress in many indexes and reached or approached the standards of the eco-city. Finally, this paper puts forward with some simple development countermeasures to Tianjin City Ecological Construction. I hope those development countermeasures can be of some help to Tianjin City Ecological Construction.
