With the rapid development of the global economy and international political relations, the adjustment of the organizational structure and effective decentralization of government have become the important subjects.Based on the reconstruction theory of organization, this dissertation studies the issues of separation of powers. The purpose of this study is to build organizations based on the reconstruction of the decentralization program. And Rwanda as an example, this paper shows the different stakeholders how to fulfill their respective duties and powers so that achieves the improvement of administrative efficiency under the decentral organization.Through the questionnaire, the paper surveys the entire country of Rwanda. In particular, the surveys pay more attention on reform of local administration and the Ministry of Social Affairs. With data analysis, this paper shows that the organizational structure of decentralized governance enable people to increase participation in decision-making, implementation and monitoring of the initiative. In addition, administration department can get more support from the grassroots level. In Rwanda, the effective decentralization of the organization promotes the participation of the masses, and reduces poverty widely. All evidence shows that the strategy for effective decentralization is the key to the success of economic reforms.
