Research On The Industry Optimization And Development Based On Circular Economy

Since the Reform and opening-up began 30 years ago,China has achieved outstanding performance in economy development.However,the consumption of resources has risen rapidly,and the pressure from the environment has become more and more larger.As a result, accelerating Circular Economy and transforming the way of economy development have been the important problem China has to solve to keep economy and society develop sustainably. Circular Economy's core are efficiently using and reusing recourses,its principles are Reduce, Reuse and Recycle,and its fundamental characters are low energy consumption,low emission and high efficiency,which conform to the requirement by the Scientific Development View. Based on the development ideas and principles of Circular Economy,this paper combines the literature analysis,positive analysis and normative analysis,and comprehensively uses research approaches from industry economics,development economics,environment economics and circular economics and so on.And more this paper focuses on the relation of the development of Circular Economy and structure optimization of industry,and tries to find the interconnection of Circular Economy theory and industry structure theory.Based on a case from Guangzhou,this paper analyzes the current situation and structure adjustment problem of Guangzhou's industry,and deals with the thought,task and key point of Guangzhou's industry structure adjustment against the background of the Circular Economy development,including the building of ecologic circular industry system,the optimization of the proportion of the three industries,the adjustment of industry inner structure,the promotion of key industries' structure,the encouragement of the ecologic cluster of industry space structure and so on.Lastly,the paper puts forward some suggestions on how to accelerate industry structure optimization from perspectives of institution guarantee,industry policy,technique supporting,society atmosphere,development plans and so on.These suggestions are forward-looking and operative to a certain extent for Guangzhou' transformation of economy development way and city building characterized by resource saving and environment friendly.
