However, it needs a strong system component to support. After fifty years of construction, especially in the past thirty years of reform and opening-up, the China auto parts industry has developed rapidly. Now the fill rate of product variety has reached over 60percent, also it has reached over 70percent in domestic market, and the production capacity of the general products has exceeded market demand. In 2006, the auto parts industry and vehicle has completed an output value of 30 billion Yuan, up 36.3persent in Jilin province. Even though, compared with the vehicle, the auto parts is still a weak link in Jilin, which is manifested as follows: Firstly, the scale is small, its output accounts for only 6percent of the country, it can not keep up with the development of the FAW; Secondly, the level is low, the manufacturing technique and product development are still in a stage of introduction and imitation, the auxiliary products for trucks is more than for cars, many enterprises lack of core competitiveness; Thirdly, the industrial concentration is poor, the degree of specialization and socialization is low, lot of enterprises are still"large and all-inclusive"or"small and all-inclusive", the management mode likes the"olive", also the ability of research and development and marketing is poor. This thesis studies the auto parts development status of the auto industry powers in order to reveal its development universal rule and existence form, and to discover the development of Industry Cluster often represents the integral level of this country's auto industrial development in auto industrially advanced country. For example America and Japan, which have the large number of auto production in the world, the former has formed an auto production center in Detroit in 1920's; the latter has formed a few of"auto cities"in 1960's, which revolved around several vehicle companies, like nearby the TOYOTA has formed ten thousands of auto parts'subordinated companies. Although several main auto production countries, which is represented by Europe, doesn't execute the centralized industry agglomeration like America and Japan, but in order to reduce integrated cost and compete with rivals, they gradually use more centralized and handy production pattern in recent years, for example, VW has opened up the China's auto parts industrial zones in its surrounding cities of the production base, and has attracted splendid auto parts resources in every part of the world, also included suppliers in China.The first chapter of this thesis through the investigation of the background, significance and purpose of the auto parts industry to put forward a necessary task, which is to research the auto parts industry and implement keeping pace with auto industry, even leading the development of the auto industry, to build an auto parts cooperation production system be matched with vehicle and formulate a feasible development program. Especially the Global Financial Crisis caused by the US sub-loan crisis, the auto market continued downturn, the America is no longer the focus, it has focused on the emerging economies, but it doesn't represent that the emerging economies have not been affected; China is the country by lesser effect. A new round of the international industry shift shows the new characteristic; China is becoming a mainstream manufacture base. Jilin province should quicken the technical upgrade and industrial integration by its resources superiority. In this particular period it should narrow the gap with the international auto industrial development.The second chapter form a theoretical principle standpoint, the thesis briefs the concept, trait and forming mechanism of Industry Cluster. It mainly bases on SWOT (Strength—Weakness—Opportunity—Threat) to analyze.1. Opportunity Analysis: China's auto industry enters a period of rapid growth; the industrial development space is vast. Jilin province should emphasis on the construction of"two Bases and three Systems", by 2010 been finished 100 key projects, and it expected invests 62 billion Yuan, to build Jilin into a strong auto industry base in domestic and with the international competitiveness.2. Threat Analysis: After China joins the WTO, technical barriers of trade function have been strengthen, the crush of the transnational corporation's foreign investment brands; the implementation of the vehicle enterprises'global procurement policy. 3. Strength Analysis: Geo-advantage, Talent advantage, Produce advantage.4. Weakness Analysis: Production capacity is limited, product developing ability is weak, management level is low, product cost is high, competitive strength is poor.Using the quantitative analysis method of Industry Cluster, which is reflected the industrial professional economic indicator LQ to calculate. The computing formula is:After calculating, I reach such conclusion:China's auto industry has formed the Industry Cluster in Jilin, Hubei, Shanghai, Jiangsu, Zhejiang, Chongqing and Beijing-Tianjin area. Moreover the phenomenon of the Industry Cluster appears just recently in Shandong and Liaoning provinces. From 2002 to 2004, the annual rate of the LQ coefficient is 13.6percent in Zhejiang province; it is the first among the various areas. Jilin should strength the power of development, develop Industry Cluster and promote rapidly competitive strength, to win in the fierce market competition. The third chapter from the state of the auto parts industry development at home and abroad standpoint, Jilin should attract successful experiences of the overseas Industry Cluster. This will be helpful for Jilin's development of auto parts industry. The fourth chapter basing on the analysis of the auto parts industrial developmental background, current situation, existed problems, faced circumstances, developmental superior and empirical analysis in Jilin, proposing a conceive to promote Jilin's auto parts industrial development, and establishing a long-term strategy.Based on the existing basis of industry, steadily realizes the three-step developing strategy.The first step is, relying on FAW and using geo-advantage, to uninterrupted increase the proportion for FAW supplies, strengthen the social capital system.The second step is, building the innovative cluster network system; and expanding the domestic marketable creative vigor. The major way of increasing competitive strength of Industry Cluster is rooted in the cluster creative system.The third step is, increasing the management ability of government cluster, avoiding the government failure and market failure.When facing the global market predicament, Jilin province must study and weigh the situation, improve competitive strength quickly, to draw up the feasible measures:First, reforging the industrial proprietary brand, to support independent innovation and form Industry Cluster.Second, taking shape a regional advantages stressed, thus to impel Industry Cluster of the auto parts.Third, reinforcing the Industry Chain intensified, resisting crisis risk. Fourth, through shortcut upgrade the core of auto parts competitiveness and the bigger and stronger strategy.Fifth, strengthening the enterprise's business confidence, to construct a vital managerial mechanism of enterprises.Sixth, improving the governmental service standard, to build a flexible development environment for the enterprises.Based on the above theory and empirical analysis can be seen, Jilin's auto parts industry possesses industrial prerequisites of the Industry Cluster, at the same time, the support of the public policy and the successful mode of the foreign countries provide an advantageous external conditions for our province's Industry Cluster.Therefore, we consider that a way to develop Industry Cluster is the road one must follow, that is Jilin impels process of industrialization, improves industrial competition ability and fully realizes well-off society. |
