In recent years, Chinese enterprises have being introduced the Western Performance Management thoughts and technology in the acceleration of the "Great Leap Forward" manner. However, the Western performance management concepts and tools perform unsatisfactory in China while well-functioning in Western. Some people say that it's ignorant for the Chinese entrepreneurs not to read Western management books 20 years ago;while it's incompetent for they are still reading Western management books after 20 years. Let us rethink our management; we find that all the phenomena and problems of the enterprise management should be attributed to culture. Culture determines our strengths and destiny, and culture is the ultimate competitiveness. The drawing of foreign management models needs to be merged into Chinese culture. Thus, analysis of different cultures and simple comparison taking to performance management models under different cultures are of great significance for Chinese enterprises to carry out performance management.Economic globalization and the development of multinational companies bring more cultural integration to different countries. Cultural differences affect performance management models and effect. It is a new challenge to manage the staffs under the cross-cultural background.To realize the similarities and differences between the cultures seriously, it can gain significant guidance for drawing the outstanding foreign management models reasonably. It is of great significance to investigate the culture development and integration seriously to carry out transnational business operation. A large number of enterprises are pursuing rapid development and seeking excellence for all in China. Performance management makes significance to enterprise; the right performance management model can be propitious to the development of enterprises. This paper studies the enterprises performance management in different countries, mainly from the perspective of cultural differences, aiming to make theoretical explanation of the basic link between culture and performance management. The research methods of culture and cultural differences, the theoretical and practical study of enterprise performance management as well, have become emphasis and difficulty.This paper is divided into four parts: the first part studies the inherent relationship between the culture and performance management; the second part analyzes the influence of different culture on performance management, conducts a detailed exposition to the cultural differences in features and performance management of United States, Japan, European countries; the third part analyzes the performance management style under cross-cultural background, and carries out instance analysis to transnational corporations'performance management models, probes into the characteristics changes of performance management from the cultural aspect; In the fourth part, the writer discusses performance management models under different cultures brings inspiration and reference to Chinese enterprises performance management. This paper also carries out analysis to Chinese enterprises'performance features, as well as the differences and commonness of Chinese and Western enterprise performance management, points out the performance management gap between China and the Western countries, and provides guidance for Chinese enterprises drawing lessons from foreign performance management.As an important part of enterprise management system, performance management has been beneficially probed from the system perspective by many experts and scholars, but rarely from the perspective of the culture. Especially in recent years, multinational companies are developing in full wing in China. However, the concerns of their cultural differences are not enough in theory. This paper did not simply confine performance management to be a link of enterprise management, only to the extent that the enterprise management theory and practice applied to the analysis of performance management, but start with the culture, corporate culture, cultural differences, and human nature with the perspective of human nature, performance management at a more complete and more humane environment to be understood. So from the point of view of cultural differences on the performance of different enterprise management, deeper level, all-round understanding of the company's operating conditions, management style, performance management for Chinese enterprises to provide references...
