For the moment we are reforming the power system hard in our country by reason of the economical society. The model of power marketing management is changing from the inner marketing model to the customers' demand model. To educate the side-management of demand will be more important in all the power marketing work in the future. Demand-Side-Management (DSM) is electric power usage management. It enhances the efficiency of end-user, and improves electro-usage means by taking inspiring and directing measures, meanwhile it makes power consumption and demand decreasing as well as satisfying same power of electricity usage. The application of DSM has mitigated the lack of the power and enhanced the electro-efficiency. So it is widely used throughout all of the world. Power price is one of economical measures applied in DSM. It is most efficient one. As an important measure of DSM, the power price is widely used in China, and has made achievements to some extent. However, compared to foreign countries, the effect is not remarkable. Consequently, It is worth discussing these problems that how to promote price leverage applied in DSM to bring the function of the price in demand regulation into full play in China.This present dissertation analyzed the practice of power price in China's DSM by using quantitative method and qualitative method. Though the price shifted part of peak load to the valley, and enhanced the electro-efficiency. It did not lead to the load ratio remarkably rise. The adjusting function of the price was not evident. The paper recognized that the main reasons were the relatively small ratio of peak-valley Time-of-Use (TOU) power price, and the comparatively small proportion of power quantity applied TOU tariff.For the sake of realizing goals of DSM much better, and aiming at the problems of TOU tariff existing in China, the paper developed the mathematical model of TOU power price of DSM by adding a new target function—minimizing the difference between maximal load and minimal load to satisfy the goal of DSM better. The paper provided an example. By using MATLAB to calculate, the result of the example showed that the ratio should be bigger, but there existed an optimal value. Then take power usage of the commercial and residents for example, the paper analyzed these two kinds of consumers' potential of shifting load by using quantitative method. The analysis told that TOU tariff should be spread wider and applied in electricity employment of the business and the residents throughout all of the country.
