Study On Public Policy System Of Supporting Employment Disadvantaged Groups In City

The employment is an important problem in current China's economic and social development. In the cities, on the one hand because of the state-owned enterprise reform caused a large number of re-employment, on the other hand with the improvement of labor productivity in rural areas, a large number of rural surplus labor force run into cities, together with the other difficult employee due to various reasons, The formation of China's urban vulnerable employment groups. Because of the impact of their ability, knowledge and skills, this part of the crowd work mainly in the lower level, working conditions and wages is at a low level of employment, is in a relatively disadvantaged position in the whole population.In this paper, I sum up the basic definition of vulnerable employment groups, and make a detailed exposition about the constitution of vulnerable employment groups. Through the research of vulnerable employment groups current situation, we found that vulnerable groups wage is different from the average income wage for urban workers, and due to the impact of low-income level, their living conditions, mental state and political participation is also worrisome. In China, there are many shortcomings in public policy related to vulnerable employment groups. Although the central and local government have issued a series of policy and measures, but there are deficiency in policy implementation and the targeted areas, and don't satisfy the vulnerable employment groups.Although the specific social systems and economic development level of China is different form major western capitalist countries, through the public policy analysis of the vulnerable employment groups protection in Western countries, which also can be useful, especially the policy on social security and employment support in Western countries. This paper cites the specific policies to promote employment and social protection in the Western countries especially in the United States, and makes the corresponding analysis and review.Based on the analysis of the above-mentioned problems, the paper firstly expounds the goal and general idea of public policy support system to urban employment disadvantaged groups, on this basis, makes specific policy recommendations. According to the analysis of the actuality of the vulnerable employment groups and its related policies tendentious, and use the Western theory of employment and related policy analysis for reference, I think the public policy support system should include social security, employment promotion, entrepreneurship support, political participation and so on. At the same time, we must pay attention to the overall coordination of relevant policies in order to promote the health of China's social and economic and development coordination.
