A Study On The Governmental Functions In Scientific And Technological Innovation Of Wuhan

Nowadays, the development of science and technology progresses by leaps and bounds, the tide of knowledge-based economy is emerging, therefore, scientific and technological innovation capacity becomes an essential determining factor about the development speed, developed degree as well as competitive ability of a city. In the process of enhancing the capacity of scientific and technological innovation of a city, local government plays the key macroeconomic regulation and control role, if the governmental function mechanism works effectively, it helps to make greater progress in enhancing the capacity of scientific and technological innovation of a city, otherwise, the result may violate the original intention.The Wuhan government proposed the strategic target of constructing Wuhan Innovation-Oriented city these days, in additional, in view of the fact that Wuhan whose city scientific and technological innovation system is imperfect has the huge development potential, the thesis took the governmental functions in the scientific and technological innovation of Wuhan as research object, made deep research on the governmental functions according to the empirical data, and put forward the countermeasure proposals about how to optimize the governmental functions in the end.This thesis consists of five parts. In the beginning of the thesis the writer described the background and significance of the research on governmental functions in the scientific and technological innovation of a city, and made theoretical upholstery for the research afterwards according to the review of the related concepts and theories. In the second part of the thesis, according to Wuhan's present development strategy of constructing Wuhan Innovation-Oriented city, the writer pointed out that the capacity of scientific and technological innovation is crucial to the competitive ability of Wuhan, and made a description of the current situation about the scientific and technological innovation of Wuhan, as well as the current situation about governmental behavior. In the following two parts of the thesis the writer established a model of Wuhan city scientific and technological innovation system which is composed of local government, enterprise, educational institution, scientific research institution as well as intermediary service organization, and analyzed the detailed interact pattern between the local government and other main parts of the city scientific and technological innovation system, then the writer did research on the role and concrete functions of the government if the process of enhancing the capacity of scientific and technological innovation of Wuhan and constructing Wuhan Innovation-Oriented city. After that, the fifth part of the thesis drew a conclusion of the flaws of the governmental functions, and put forward the countermeasure proposals about how to optimize the governmental functions in the end, the writer suggested that the local government should carry on the transformation in the aspects of administrative pattern,administrative emphasis and administrative method, with the goal of making the local government more effective, enhancing the capacity of scientific and technological innovation of Wuhan and accelerating the construction of Wuhan Innovation-Oriented city.
