In the Government's policy guidance, the enterprises, as the main technological innovation entity paid more and more attention to R&D. Meanwhile, the research related to how to promote the Efficiency and effectiveness was also paid more attention, and R&D model is a factor that is worth being studied.From a historical point of view, the development of R & D model experienced five stages. The development of R & D model had a closely connection with the market, technology and the environment.
