As human resources departments change their roles from service to strategy, human resource management (HRM) outsourcing occurs and is becoming the current of the times. Because human resource management is a kind of necessary and important function, and it is also a kind of job with large management cost and high duplication, enterprises combine inside resources with outside resources by human resource management outsourcing in order to raise economic results and competition of the enterprises, which is of great significance for them.The paper summarizes some related theories and backup basic theories of human resource management outsourcing. By adopting profit analysis and risk analysis, with reformative three-dimensional human resource outsourcing decision model, and based on the analysis of economy, industry structure and BPO development in Tianjn Binhai, an HRM outsourcing mode is set up, which is just designed specially for Tianjin Binhai. Some good suggestions and tactics for HRM outsourcing implementation in Tianjin Binhai are given in this paper.By the research of HRM outsourcing model of Tianjin Binhai, some creative research methods and views are brought forward, which are hoped to be helpful for the HRM outsourcing practices and development in Tainjin Binhai.
