There is a close relationship betewwn the survival of humankind and the social development. The transition from agricultural civilization to industrial civilization and the rapid development of new science and technology make the vast ocean more and more show its enormous value for the socio-economic development. Marine economy has increasingly become a remarkable strategically important area of economic development.Marine economy sustainable development is the extension in the concept of sustainable development in the field of marine. Because of the abundance and multiplicity of marine resources, the difficulty and complexity of develop environment,the syntheses and high-tech of develop manner,and so on, the marine economy sustainable development must be built on the basis of relying on scientific and technological progress, and carry out the strategy of developing the Marine economy by science and techology. However, what extent of the impaction marine science and technology to marine economy sustainable development? What is the intrinsic relationgship between them? Only a more accurate grasp of these information can give a full play to the role of marine science and technology to promote marine economy sustainable development ,and make the marine economy become the important economic growth points of every country in future. Therefore, the study of relationships between marine science & technology and marine economy sustainable development is urgent.In this paper, according to the basis of the study inland and abroad of the relationships between marine science & technology and marine economy sustainable development, and the basic principles of them,author investigates the internal and the interactive relationships between marine science & technology and marine economy sustainable development,and establishes a set of evaluated index system of marine science & technology and marine economy sustainable development, and proposes the evaluated methods and evaluated models that marine science and technology contributs to the marine economy sustainable development , as well as constructs the harmonious model of marine science & technology and marine economy sustainable development. Finally, with the actual situation in Shandong Province author conducts the demonstration analysis. The results show : In this paper, the quantitative analysis accurately reflects relationships between marine science & technology and marine economy sustainable development, so as to provide the policy proposals of marine development.There are adequate theoretical and practical significance for the implementation of scientific and developed marine concept,and the constitution of the strategy of developing the Marine economy by science and techology. Structures of this article are as follows:In the part of Instruction it mainly concerns study background, content, method, value of this article.Part One: Basic Theory of Marine Science & Technology and Marine Economy Sustainable Development introduce their concept,content and role.Part Two: The Relationships between Marine Science & Technology and Marine Economy Sustainable Development,which mainly expound the interaction of them in theory, and demonstrate that should develop marine science and technology on the basis of marine economy sustainable development.Part Three:Research and Review inland and abroad mainly introduce their development of introducement ,and give simple evaluation.Part Four:The Study of Marine Science and Technology contributes to Marine Economy Sustainable Development,.Index systemand and contribution model by principal component analysis, regression method is given in this part.The model can explain their relationship,particularly the role.Part Five:The Study of Harmonious Development of Marine Science & Technology and Marine Economy Sustainable Development.Harmonious model,judgement and develop trend is provided using the knowledge about fuzzy logic and system dynamics after the introduction of harmony concept.Part Six:The Demonstration Research of Relationships between Marine Science & Technology and Marine Economy Sustainable Development in shandong province. Demonstration analysis for the models in part three and part four is made in this article,and propose policy recommendations based on the results of models. There are some innovations in the paper: First, on the content,the study shifts from Land economy to marine economy. Second, on the method,on the basis of theory analysis,author conceives the model and quatitative study. Therefore, the proposals have strong feasibility and novelty.Meanwhile limited by the data available and capacity of the author, improvement is to be made to the index system and model. More efforts are still needed.
