Guizhou is the one of typical poverty provinces in the west of China. Just like some other western provinces, Guizhou is rich in special agricultural resources but lacks of some effective development means, this is the reason that Guizhou has not made agricultural resources into competitive advantages for the market. The reason for resulting in this phenomenon is that the most of agricultural enterprises in Guizhou are short of knowledge, technology, capital, marketing capability and so on, witch cause the development capability of agricultural enterprises to decrease for a long time and cause these enterprises to be in the low end of industry value chain and to be engaging in low value-added development of raw materials and inferior products. Then the characteristic agricultural resources could be fast and effective developed and the special agricultural resources can be turn into economic profit.
