"Productive forces"is a central concept in Marxism and historical materialism. Marx said that science and technology are part of the productive forces. In Deng's opinion, science and technology are a primary productive force. To combine the two theories, Productivity factors in the process of innovation in science and technology are: Technological innovation manpower, Research equipment, Objects in scientific experiments. Technological manpower and research equipments are inextricably linked. Duality of high tech capital resource is that it exhibits both scarcity of resources and the widespread use of tools. The former restricts the development of R&D staffing and the latter promotes.The paper suggests four indicators for studying on synergy issues in high tech capital resource allocation and R&D staffing development. The four indicators are research input, man-machine status, effective target time, individual willingness. BRICI should construct of public sharing of high tech capital resource platform. The R&D staffing and high tech capital resource should be cooperated in the most suitable conditions.
