With the rapid development of modern service industry around the world, the proportion of modern service industry in GDP is increasing. The developing level of modern service industry has become an important measurement of the evolution of a country's economy and social construction. The development of modern service industry in our country becomes a focus in the area. This dissertation is based on the project 'Research on Modern Service Industry Common Service Integrate Technology' which is a sub-project of 11th Five-year' National Key Technology R&D Program "Modern Service Industry Common Technologies Supporting System and Application Example Projects".The operations support theory in telecom industry is analyzed and studied in this dissertation, with focusing on Next Generation Operations Software and System (NGOSS) and enhanced Telecom Operations Map (eTOM). Importing the operations support theory into modern service industry, a modern service industry common service operations support process frame based on eTOM is proposed. Finally, a service-oriented modern service operations support system (MOSS) based on the process frame and complying with the function requirement of common service operations support is designed and proposed. The design of this system is verified via detailed analysis of several system basic processes.The common service operations support process frame proposed in this dissertation describes all the process elements related to common service operations support in modern service industry and the complex relationship between these processes in details, using a Top-down hierarchy. It provides a basic frame for common service operations management processes.MOSS designed by this dissertation implements the three processes in common service operations support process frame - application service fulfillment, assurance and billing. It provides flexible common services to the users and implements operations support and service application analysis management to the whole common service integration system. MOSS offers effective support to modern service industry application example platform.
