An Analytical Evaluation Of The Coordination Development Of The Ecological Environment And Economy In Karst Areas Of Guangxi

The experience of development of human history indicates that the development must be based on harmonious relation between the human being and the nature. Since the 20th century, the research on the harmonious development of ecological environment and economy has been pervasively recognized, and harmonious development has been the best way to deal with the relation between ecological environment and economy. The viewpoint of harmonious development between ecological environment and economy is accordant with sustainable development, and sustainable development also needs nicer relationship between ecological environment and economy. The Karst area of the Guangxi Zhuang Autonomous Region is nearly 98700 km~2 , with 80 cities and counties making up 41.57% of the whole area of Guangxi. It is one of the most typical and most important Karst areas of China. The peculiar Karst landscape makes the tourism resource of Guangxi abundant, but it also causes serious environmental problems such as karstation, fall of Karst, loss of soil and water, drought, blood, underground water pollution et al. County economy is an important part of national economy, and the connection of urban and rural economy. The development of county economy has important realistic and strategic significance. And among the 49 poor counties in Guangxi, there are 28 ones whose stone mountain area making up over 30% of their whole area. And among the 5million people of the poorest in Guangxi, 4million live in the Kast areas. To realize the sustainable development of the Karst county areas, it is necessary to know about the sustentation of the ecological environment, economic condition of these areas and the degree to which the two are in harmony. And based on the knowledge, we need to evaluate the capacity of sustainable development of these areas, and analyze the rule of development capacity difference in different areas so as to provide references for the policy-making of the social economic development, resource exploitation and environmental protection.Based on analysis of the basic concepts and theoretic patterns of harmonious development of the sustentation of the ecological environment and economic system, the fragile ecology and the economic condition and the interrelation between the two in the Karst areas, and the ecological environment and economic development of the Karst areas, this paper choose 27 typical Karst counties as research subjects, with 11 influential elements such as the outside area of carbonic acid rock, area of tillable land, area of the mountain with slope is above 25 degree, degree of karstation, plant coverage ratio, population density, per capita tillable land area etc., and set up an evaluating criterion for the sustentation of the ecological environment of the Karst counties. We plan to choose the per capita GDP of the Karst county, per capita financial income, per capita industrial gross production, the ratio of the GDP in industrialization, per capita food production, highway distance within the counties, quantity of agricultural chemical fertilizer, population of agriculture, number of common middle school, number of hospitals, number of hospital beds in recent years and other elements as index system for evaluation of the economic development level in following years. Factor analysis and coordination models are used as the main modeling analysis. The method of factor analysis can reduce dimensionality on the original datum. From a large number of visible factors variation it can exact and integrate some few important factors. And through permuting the total scores of the variation of each element, we can classify and permute the sustentation of the ecological environment and the economic development capacity of the 27 counties. Based on the result of the factor analysis and coordination models,we put the results in order, and evaluate the development degree of the coordination of the ecological environment and economy in Karst areas.The paper proposes the policy for the harmonious sustainable development in the Karst areas of Guangxi through the analysis and evaluation of the quantity and quality of coordination of the sustentation of the ecological environment and economic development. The long lasting poverty of the Karst areas is not good for the protection of ecological environment. Well-being of the people is the foundation of sustainable development of ecological environment. Therefore, only through population increase under control, development of economy can we wipe out poverty in the Karst counties. And we have to enhance people's consciousness of ecological environment, environmentally exploit the natural resource, develop green economy and ecologically recycling industry (ecological tourism, agriculture, industry, education et al. ) in order to reduce the pressure of the natural resource and ecological system, and gradually improve the ecological environment of the Karst areas and finally realize harmonious sustainable development.
