Although on-line scientific documents have made great contributions to the advancement of science and technology, intellectual education and economy development in China, obscurity and waste still occurs in the propagation of the on-line documents because of the obstacles in the propagation. This paper analyzes statistically the utilization of the on-line scientific documents, in an effort to find out those obstacles, and propose some effective countermeasures from both microcosmic and macroscopic view.In the first part of the paper, it discusses the publishing and utilization condition of the on-line scientific documents in China. In the second part, it analyzes the obstacles existed in the essential elements of the propagation system and the inabilities of the propagation system itself and the social environment. Thirdly, it proposes several measures to solve the problems existed in the spreading of the document resources on Internet: more emphasis being put on the establishing of the propagation system; setting up a "mutual benefit and harmonious" on-line propagation order; and enhancing information and reader services. In the joint efforts of the government, the readers and the media institutes, a good prospect for Internet propagation of the scientific documents can be expected. Therefore, at the end of the paper, the author envisions the prospect for on-line spreading of the scientific documents, and put forward a new "OA propagation mode", e.g. a free and open access environment of "charge publishing, free reading" for all readers.
