Budget management is a crucial method by which enterprise groups pose inner control on subsidiaries. This thesis points the enterprise's problem of budget management after AJ Enterprise Group, a multi-operating one, was analyzed, and studies how to found a financial budget management system, needed by this enterprise group.This thesis combines theory with practice, and makes a research on AJ Enterprise Group after studying on background and content related with budget management. The first part, describing the enterprise's basis condition and budget management system, is a detailed introduction of making, executing, supervising and assessing its budget management, and a detailed interpretation of budget expenses and cash flow budget. The second part is a conclusion on the problems existing in enterprise's budget management. Budget preparation is not strategy-oriented, budget execution is just in a form, and the assessing system is not perfect. The budgeting has not yet used a unified financial computerized module, and the implementation of the budget is a mere formality. This thesis analyzes significance for target of strategy-oriented budget, so that companies should establish a clear strategic direction for the budget management system. It is necessary to improve budgeting content and promote full participation in the preparation of the budget to increase accuracy. It is necessary to establish and improve evaluation system for corporate headquarters and sub-branch. It is necessary to stick to rigid principles of the budget and implementation budget, and to improve the system of approving budget adjustment and budget analysis. The third part is to found a proper budget management for AJ, after studying the case of China Telecom Industry Group and problems in AJ enterprise group.To a certain extent, this conclusion can help the multi-operating and station-owned enterprise, which just begins to carry out budget management, like AJ enterprise group.
