A Study On The Integrated Assessment Index System Of Nanjing New Rural Construction

After the founding of New China, the government has put forward the modernization, a well-off society in a comprehensive well-off society, but Because of the dual economy and our agriculture, the rural areas, and the realization of modernization in rural areas has become a well-off society in the critical and difficult .Fifth Plenary Session of the 16th CPC National Congress of establishing a new socialist rural areas, calls for the "development of production, affluent, civilized rural village, democratic management".After the reform and opening up, Nanjing economy has maintained a high speed of development, 1996-2005 maintained 15% of the per capita GDP growth rate. Rural economy and the life of the peasants have been greatly improved, but there are still some slow growths in food production. The urban-rural income gap is widening.The "new rural construction" is a broad concept. It is necessary to establish a measurable standard of it, and it need to give the new rural construction in Nanjing a specified direction. Therefore, the development of the indicator system that meets the Nanjing is of positive significance.Firstly, this paper analyzes the content and the theoretical basis for new rural construction. Secondly, it analyzes the specific situation of Nanjing and find the factors affecting the construction of a new socialist countryside in Nanjing. Thirdly, through using Analytic Hierarchy Process (AHP)based on expert choice, it establishes the evaluation index system of new rural construction in Nanjing city and the target values. Fourthly, it uses the data of 1996-2005 to carry on the vertical analysis, and horizontal analysis of Nanjing, Shanghai, Xuzhou, Changzhou and Nantong City by the data of 2005. And at last, it comes to the following conclusions:1.1996-2005, this decade, the index Nanjing rural construction, the development of production, quality of life, social setbacks show rising trends and the villages and towns indices showing an upward trend. Among them, the quality of life and social grow slowly.2. Nanjing achieves a level of 76.7% in 2005. But it has a certain distance from the target of 2010.3. Nanjing and other cities from the horizontal contrast, Nanjing has a better level of Xuzhou and Nantong City, However, to Shanghai,there is a big gap. And the biggest gap is in social undertakings subsystem. There is a wide gap between the quality of life compared to Changzhou City. The largest contribution to the new rural construction in Nanjing is the building of new towns in rural building subsystems.At the end of this paper, in the light of the above analysis and conclusions, it gives some recommendations to promote the building of a new rural in Nanjing...
