Under the construction of socialist new rural area, this thesis gave rise to the necessity and possibility of rural policy finance of our country and got the conclusion of this essay through comprehensive research and got the opinion and suggestion.First of all, this thesis fully understand the present research condition of domestic and foreign rural policy finance and generalize three phases of the development of our rural finance system and analyzed the importance of the support of rural policy finance and theoretically pinpoint the importance of rural finance system of our country.Secondly, the policy of policy finance must be based on the condition of rural area. Through the understanding of foreign rural policy finance and comparing the three phases of our foreign policy finance system, this thesis explain the importance and long term influence of rural policy finance.In the end, the construction of new rural area calls for new finance system. This thesis calls for investment from government and from the point of public policy judgment and combining the policy of new rural construction, this thesis explained the function and effectiveness.Characteristics and shortcoming:Government is major participant in new rural construction which is responsible for the construction of road and rural house, industry plan and capital rising. It's not difficult to predict, pushing the new rural construction forward will rise up to a new run of "policy storm".
