Knowledge economy is an economy based on knowledge. People are the effective carrier of knowledge. Knowledge can become an asset only when used by employees who have the learning ability in the actual work and can create value. Soknowledge economy calls for the employees who have the "study ability "——learningstaff. Facing the complicated and changeable environment , the enterprise in 21st century will be study-oriented enterprise . People are not only the basic resource for the existence and development of the enterprise , but also are the essential power to create value . Therefore , training learning staff is the starting point for establishing learning enterprises and also a method for them to exist and develop. Thus , we should start from the reality, combine the enterprises' strategy and put the training of the learning staff as an important task for the management of human resources .Shandong CNC is transforming from the traditional communication manager to the comprehensive information service saler. This paper starts from the need of setting up study-oriented enterprises , bases on the purpose of pushing enterprises to realize strategy transformation and makes conclusion after deep study and analysis from the perspective of training learning staff. The conclusion is : The training and development of the learning staff not only lays the foundations for the sustainable development of the enterprise but also an effective solution to the current human resource problem existing in Shandong Netcom.This paper , directed by the theory about human resources development ,mainly adopts the method of integrating theory with practice , qualitative analysis with quantitative analysis , points at the problem existing in the human resources development and puts forward the keynote for the management of the human resources .Based on those above , it also composed the development mode for the learning staff in Shandong CNC, established the development environment and designed methods for them .Finally , this paper made a practicable plan in Shandong CNC.
