As the harbor and shipping system develops deeply, Maritime Safety Administration of China Bureau require the traffic safety supervision management should get the target of "Transportation Maritime, Sunshine Maritime and Digitization Maritime". To reach the goal, there should be high-effect organization operating mechanism, scientific personal administration system, rational position interpose system. As the bellwether of maritime system in the structural reform of management, compared with maritime affairs in developed country, A Maritime Safety Administration have a long way to run. Its management system and efficiency of management should be improved. Specially, position interpose system such as post frame and post specifications is not so good, the basic work such as ability measurement is not so fine, and is short of person-post matching phenomenon. All of this will directly impact the improvement of human resource management efficacy and maritime performance of Maritime Safety Administration. As a result, it will become the restraint to reach the goal of "maritime affairs to be modernized". Therefore, study on people-post matching optimization of A Maritime is significant for maritime affairs.This thesis is divided into six parts as follows: In the first part, the writing goal and the significance is present, the content and the research method is determined, and the current situation for the study of this thesis is made clear. The person-post matching related theory is introduced in detail in the next part. In the third part, the present situation and the existent questions of the A Maritime are analyzed on the basis of questionnaire survey and interview. In the fourth part, the corresponding countermeasures are proposed. guiding ideology and principle of the person-post matching optimization are presented. In the following, the optimization model are constructed, working process and optimization methods are built. In the fifth part the coordinated measures are put forward for conducting the methods of person-post matching in the line with the systematic analysis. It the last part, the conclusions and forecast to the person-post matching in A Maritime is made. Referring to the related research on person-post matching, by investigating, sampling, data counting and analyzing, the person-post matching optimization system is finally built. We hope the system can be continually improved in real control operations so as to contribute to the future development of the maritime career and help to the development and management of human resource. It can also lead the management of human resource to a higher level.
