The innovation of technology and economic globalization change the economic environment of enterprises. To conquer the uncertainty in the environment and keep the competitive advantage, human resource management outsourcing(HRMO), which is one of the effective solutions promotes the human resource management changing from office management and functional management to strategic management, has become lots of enterprises'choice to reduce cost, improve efficiency and gain competitive advantage.Being the main participant of the market economy, the enterprise has its organic life cycle of four stages: start-up, growth, maturity and decline. In each period of the life cycle, the enterprise has different flexibility and self-control, strategy, staff, incentive and plan. Therefore, in each stage, the demands of HRM and HRMO are different to the enterprise. In the thesis, the author provides a multi-stage decision model of HRMO, which is based on the human resource management value chain and different internal and external factors influencing the human resource management outsourcing, then combines it with enterprise's life cycle theory, analyzes the HRMO decision mode in each stage concretely, and wants to give reference to the enterprises in different periods of life cycle.Firstly, the author analyzes the research background, summarizes the current research status of enterprise life cycle theory and human resource management outsourcing both at home and abroad in exordium. In the following content, the author summarizes the theories of the enterprise life cycle and human resource management outsourcing, analyzes the actuality of the human resource management outsourcing of the enterprises both at home and abroad, generalizes the generic patterns of the HRMO. Afterward, a multi-stage decision model of HRMO is given in the fourth chapter, as well as the problems which should be paid attention to during the use of the model. Subsequently, the author combines the model with enterprise life cycle theory, analyzes the human resource management outsourcing decision in start-up, growth, maturity and decline stage concretely. At last, in the conclusion part, the author sums up the limitation of the thesis and brings forward the farther correlative research.
