This paper defines how to strengthen the public participation in Shanghai Urban areaPlanning Management as study object, through the introduction of Thomas public participation ineffective strategy model and comparing between domestic and international public participation inurban planning, it notes that in Shanghai promoting public participation in urban planning systemhas achieved considerable success, however, under the present mechanism of government andlegal system, Public Participation would influence the efficiency of urban development andconstruction, thereby it affects the economic growth rate and the performance of politician whichalso leads the public participation could not be implemented punctually.And the government system reform and a sound legal system are not achievable in a shortperiod of time, this paper writer attempts to explore his own work even in case of the existingsystem background to indicate that managers from the grassroots level use technologymanagements to promote public participation in the approach to urban planning and management, and control public participation in the appropriate context and take effective method, whichensure appropriate public participation thus defusing the sharp contradictions among differentinterest groups during urban construction and development process, meanwhile, they can meet thedemands of management efficiency by planning managers and overcome the fear, contradictionby politician managers towards public participation and advance public participation in urbanplanning and management.
