Study On Evaluating Bid Method Based On High Quality And Price In Highway Construction Project Of Complex Technology

With the development of highway traffic,some highway construction projects of complex technology will be constructed in our country. These projects are different from common highway construction project and have characteristics of difficult construction, immature technology standards and methods, definite inadequate technical criteria and quality standards in tender documents, uncertain completely construction duration and imperfect contract. Quality, construction duration and cost of these projects need to be considered during the process of evaluating bid.The present evaluating bid method of highway construction projects of complex technology has not been prescribed definitely by laws in our country. The evaluating bid method, evaluating index system and evaluating criteria need to be specified further and the different results of evaluating bid are bring out by using the different evaluating bid methods during the process of evaluating bid. In order to appraise the competing ability of bidders, improve correlative laws, enhance the investment benefit of highway project and promote the collocation of resource efficiently, the paper plans to study the evaluating bid method of these projects systematically.Firstly, on the basis of the present research status of evaluating bid methods inside and outside country and the tender basic theory of highway construction project, the paper has analyzed deficiencies of present evaluating bid methods of highway construction projects of complex technology, has studied if the evaluating bid principle of high quality and price based on utility theory is suitable for these projects and has pointed out the most suitable evaluating bid method of these projects.Secondly, the paper has established the index system of evaluation bid of highway construction projects of complex technology, has studied standardization of index, has set net asset and flowing capital in order to appraise the finance ability, has set the total bid price and quality of comprehensive unit price in order to appraise bid prices of bidders which include the worth of construction duration and has put forward the appraising method of the quality of comprehensive unit price based on ABC analytical method and gray relating analyse.Then, the weights of evaluation bid index of highway construction projects of complex technology have been calculated by using multiplying combination method based on Fuzzy Analytic Hierarchy Process and method of entropy. The evaluation bid model based on matter element has been established.Finally, the demonstration analysis of certain highway construction project of complex technology has been showed that the systematic evaluating bid theory which has been established in the paper has better applied worth.
