A great deal of financing models was introduced forexpressway projects; among with the system of infrastructureinvestment was continuously innovating and improving. Then thekind of managing expressway became corporation managementfrom utter government administration, and the expresswayproperty became public and quasi-public property from utterpublic. In the context of these situations, to study the problemabout evaluating the performance of management wasextraordinarily meaningful for an expressway corporation and itssustaining development.Based on the evaluation theory and methods of highwayprojects, the function and necessary of evaluating the managementperformance was profoundly discussed, and the content system ofthe evaluation was set up in this study. An index system ofevaluating the performance was effectively set up for expresswaycorporations under the rule of scientificalness and maneuverability.The fuzzy integrated assessment method and the approach ofsupport vector Machines were systematically investigated toevluate the performance of management for expresswaycorporations. Some feasible measures and actions which be takento improve the performance were brought forward for theexpressway corporations. At last the content system, and the indexsystem and these models were used in a case of evaluating theperformance of management for the Tan-to-Shao expresswaycorporation in Hunan province, the evaluation was comparativelyeffective and feasible. The production of this investigation wassignificatively practical and useful to evaluate the managementperformance for expressway corporations in Hunan province or inthe whole country.
