The Establishment And Valuation Of The Index System For The Sustainable Development Of Shaanxi Tourism Industry

Along with the fast development of tourism industry, the sustainabledevelopment of tourism draws more attention around academic circles. Through thestudy of the indicator index system and evaluation method of Shaanxi tourismindustry, the paper aims at searching for a feasible, quantitative method, which canexamine and evaluate the level and ability of the sustainable development of Shaanxitourism industry and the progress and results of the implementation of the sustainabledevelopmental strategy of Shaanxi tourism industry in order to instruct thesustainable development of Shaanxi tourism industry in practice.Guided by the scientific outlook on development, based on the summary andreference of the comprehensive study about sustainable development at home andabroad, with the method of combining logic and history, the paper analyses the theoryof tourism sustainable development, furthermore, establish the index system for thesustainable development of Shaanxi tourism industry, divides the index system intofour parts: economic system index, resource system index, environmental supportsystem and capacity system.According to the principles of scientific and systematic characteristic, dynamicand stable characteristic, comparative and quantitative characteristic, feasibilitycharacteristic, the paper sets up 46 indicators which affecting tourism sustainabledevelopment. In order to effectively evaluate the tourism sustainable development,the paper adopts AHP to calculate each index weight and processes the indicatorswith no quality key resulting the four comprehensive index number. The paper alsogives a comment on the situation of the sustainable development of Shaanxi tourismindustry from 2000 to 2004, and puts forward the strategy and suggestions from theview of the sustainable development of Shaanxi tourism industry aiming at the initialconclusion being drawn. From the case study of Shaanxi province, the paper offersthe instruction in theory and practice, gives an example of the way to tourismsustainable development for western China which will undoubtedly affect the tourismindustry of the whole China.This paper is divided into six parts: The first part is the introduction. It firstly introduces the background of thepaper, the theories and practical significance of tourism sustainable development athome and abroad. Finally, it proposes the mentality, framework and method of thepaper and the points of innovation.The second part mainly introduces the theory basis of the paper, which includesthe theory of the sustainable development, tourism sustainable development andregional tourism sustainable development.The third part is the establishment of the index system for the sustainabledevelopment of Shaanxi province. This part mainly introduces the instructive thought,connotation and function of the index system, the principal of establishing the system,the way of determing index weight and the comprehensive study method.The fourth part is the study of the valuation of the index system for thesustainable development of Shaanxi province. The background study of thesustainable development of Shaanxi tourism industry, the analysis of the presentsituation of the tourism resources and tourism economy, the establishment of theindicator system tree, the definition of each indicator, the final determination of indexweight, the comprehensive evaluation method and the elements(economy foundation,the condition of tourism resources, regional tourism environment, construction ofmanagement system) which affecting the sustainable development of Shaanxi tourismindustry are all included.The fifth part puts forward the countermeasure and suggestions from the angleof sustainable development, which includes the suggestions on sustainabledevelopment of tourism resources, suggestions on human resources and theconstruction of tourism education, suggestions on tourism protection, establishinginnovation system, the cultivation of tourism industry chain and the construction ofearly-warning system.The sixth part is the conclusion. Generally speaking, the score of thecomprehensive evaluation of Shaanxi tourism industry from 2000 to 2004 assumes adiscontinue increasing tendency along the time series, which indicates that thesustainable development of Shaanxi tourism industry is in a gradually stable state. Atpresent, it is still in a transition period from the preliminary phase to mature phase ofsustainable development, and there are still many factors restricting the process ofsustainable development. Therefore, to implement the suggestions of tourism sustainable development scientifically and reasonably is an important guarantee ofthe way of tourism sustainable development.Innovation points of the paper:1. For the first time establish the indicator system for the evaluation of thesustainable development of Shaanxi tourism industry and apply it into practice. Thesystem highlights the thought of continuance, development and coordination from theaspect of theory. From the aspect of practical operation, the indicator chosen with thetypical character is easy to gain. The conclusion drawn from the indicator analysis isidentical with the practical situation of the tourism sustainable development ofShaanxi province.2. The paper makes a quantitative analysis of sustainable development ofShaanxi tourism industry with the indicator system., which makes up the formerqualitative analysis of sustainable development of Shaanxi tourism industry. Thepaper solves the key problem of determining indicator weight with AHP, and processthe data with the update software DPS, which makes the result more reliable.
