The water rights transaction of Dongyang and Yiwu is the first case of waterrights transaction, in china. And how is the relative effect of transaction? Appraisalneeded to be made about the change of Agricultural production in dong yang, thechange of industry and agriculture production in Shengzhou, the change ofindustry and agriculture production and inhabitant's satisfaction degree of usingwater in Yiwu, and the change of the ecological environment in CaoEJiang. As theresult of length limit, this paper analysis the economic influence of water rightstransaction to sellers and buyers.This paper uses elementary theory of welfare economics and reallyinvestigates material, analysis the change of Dongyang's water use condition,Yiwu inhabitant's satisfaction degree of using water and influence factor ofwillingness to pay, in the foundation of water rights' connotation, the economicfoundation of water rights, overseas water rights system and the evolution of waterrights system in china,. The correlated analyses, in the influential research to Dongyang area, madeare concerned with the change of the origination of maintenance cost in Hengjinirrigation area, the volume change of irrigation water, the investment ofgovernment in saving water, the satisfied degree of using agricultural water, thecrosswise comparison of agricultural output, the manners of farmer to water rightstransaction and the influence to economic development of Dongyang, and studiesthe causes of these economic changes: unclear the property right of reservoir,farmer's gains is smaller than the pay from the water rights transaction, theinformation chain between the peasants and channel administration center isdistorts.In the influence analysis to Yiwu area, this paper introduces the ContingentValue Method(CVM) theoretically, Analytic Hierarchy Process method(AHP) andthe influence factor of willingness to pay, based on investigation, analyzes Yiwuinhabitant's satisfaction degree of using water, willingness to pay and the overalleconomy development of Yiwu after water rights transaction.The result are indicated: regarding to Dong yang area, although the waterrights transaction has some advantages to the whole economic development, It hasharmed the irrigation area farmer's benefit actually; regarding to Yiwu area, waterrights transaction promotes the satisfaction degree of using water from "partialsatisfactions" to "approach satisfaction", the average willingness to pay isenhanced from 1.69 Yuan/cubic meter to 2.37 Yuan/cubic meter, by 40.2%. In theangle of buyers, water rights transaction not only improved inhabitant's degree ofsatisfaction, but also reasonable. The influence factor analysis of inhabitant's willingness to pay Indicates that willingness to pay mainly is influenced by theability to pay, the confidence of enhancing the water supply service by governmentand the willingness to pay have little influences.In conclusion, this paper put forward some related policy proposal: First,transacting water rights need consider the economic conditions in localdevelopment as well as the resources on the present situation. Second, transactingwater rights must fully consider farmer's benefits. Third, Propaganda should beenhanced when Limits water rights. Fourth, it is necessary to establish the multi-central independent government mechanism, enlarge the participation in basic unitmanagement. Fifth, positively developments should be advanced over the projectof saving water in agriculture, excavate the potential power in water conservancy.Sixth, reforming water price pattern is the request of economic development.Seventh, it is urgent to establish saving water society, enlarge the propaganda ofsaving water. Eighth, the development mentality ought to be transformed in thecity which economy is developed but the water resources is scarce.
