Research On The Project Organization Structure Of Telecommunication Operation Industry

Low efficiency in IT project management is one of the common problems facing telecommunication operation industry in our country, which causes difficulties for realizing IT project objective, fulfilling customer requirement, therefore enterprises' continuous development and knowledge accumulation have been hindered.This thesis, by employing strategy management, contingency theory, analyzes IT project's organization structure's relationship and its adaptability with its external environment in telecommunication operation industry. By applying the study on organization behavior and organization theory regarding organization structure, the thesis addresses the problems facing the industry's IT project's organization structure, factors influencing organization structure and the design for organization structure. This thesis, also studies IT project's interested parties and communication management in this industry by using related theory on project management.In light of the problems facing IT project organization's functional structure in telecommunication operation industry, the thesis works on the factors influencing IT project organization structure, raises the suggestions for IT project organization structure and operation mechanism, points out that IT project organization structure's efficiency can be gradually increased through transforming IT project organization structure, establishing operation mechanism and changing employees' mindset. The thesis concludes that current functional organization structure has already not been adapted to telecommunication industry's IT project organization, which mainly causes the low efficiency in IT project management in telecommunication operation industry. Project-based organization structure is not fit for IT projects organization. The thesis concludes that IT project management's efficiency must be elevated with the consideration for organization structure, matrix IT project organization structure most fits current telecommunication operation industry's IT project, and the implementation of matrix IT project organization structure also needs the implementation of other operation mechanism.
