China's accession to WTO brings great changes to domestic commercial bank. They face with not only great development opportunity but also austere tests. It is a necessity and also an imminency for commercial bank to re-acknowledge itself and find a suitable theory to guide their reform.According to the mentality of modern enterprise management theory, the key point of enterprise development is to have core competitiveness that enables it to obtain long-term competition advantage. Foreign exchange business, especially letter of credit and financing business, is the favorite of commercial banks because of its low risk and high income. Those world-famous banks invest a lot of money to develop advanced processing system to set up highly efficient handling process and to ensure their own competitive advantage. To meet with the requirement for modern commercial bank, there is still a long way for domestic commercial bank to go in these fields. To improve its competitiveness of products and to realize its full revenue, domestic commercial bank must reengineer its operation process. The enterprise reengineering is a heat topic in the study of management field. The thesis implies the theory of Process Reengineering to the further reform of banking industry. Through case study and regulation analysis, it tries to solve the conflicts and problems on the development of foreign exchange business of domestic commercial bank. It uses the advanced results of technological development to reengineer the foreign exchange products and service procedure. From this point of view, this thesis is meaningful in practice and in academics.Chapter I introduces the background, target and significance of the thesis and the whole organization and work. ChapterⅡdiscusses the enterprise reengineering theory and its implementation in banking industry, especially the enterprise reengineering theory of Hammer and Jon Ciampi . ChapterⅢdiscusses the reasons why domestic commercial bank should carry on reengineering. The development of internet information technology provides excellent physical conditions for banking reengineering. As a result, bank must carry on fundamental reform to its imperfection and shortage in the traditional foreign exchange operation process. ChapterⅣdescribes a clear picture about the theory of reengineering the traditional foreign exchange operation process of domestic commercial bank. First of all, the handling process and operation model of domestic and foreign counterparts. Secondly, four principles of reengineering foreign exchange business. Thirdly, the model of reengineering foreign exchange business handling process. ChapterⅤanalyzes the compounded reform of reengineering. The reengineering of organization structure is the security of handling process reengineering, while the management reengineering is the final direction. ChapterⅥpoints out the technological supports of this reengineering. Finally is the conclusion of this thesis.
