Since 1980s, high speed railway has developed so fast, reform and development became the main topic of the railway all over the world. Most of the countries become interested in building high speed railway, with the development of high speed railway, the relationship between government and railway-company, and the structure of railway industry become reasonable and smooth. Though different countries chose different modes of development, the essential of the worldwide reform seems like the same, they all focus on smoothing the structure of railway industry, which includes using function of the market instead of government control, using structural abruption to the original management mode, using classified operation and management to the basic establishment.In order to improve the transport ability of the railway, to offer the basic power to the development of the economy, building high speed railway becomes the most important step and strategy during the special period. The national eleventh-five year plan definitely point out the target of building four crossed special railway for passengers only. In recent years, more and more research concern on high speed railway and special railway for passenger, but research into the organization mode of operation and cost-benefit status is so scarce. Through huge amount of data analysis, the paper will summarize and analyze the rule of the organization mode, cost-benefit about the international high speed railway operator, hoping to make some suggestion to the high speed railway development of China.The paper will focus on researching the foreign high speed railway operator, which includes: 1. Through collecting, analyzing UIC data, the paper will compare the basic information of the high speed railway operator and the cost-benefit; 2. Summarize the relationship between the operating mode and its cost-benefit during the development; 3. Find out the relation among price, cost, benefit and other financial target and how they matched; 4. Offer reference and decision making information about mode and cost-benefit chosen to the high speed railway operator. From the view of operator is extremely new in the high speed railway research area, which is also the innovationpoint of the paper.
