Manpower Resources Development Of Western Low Developed Area

Ever since the eighties, China's economy increases continuously and rapidly, which abstracts the world's attentions. However, because of the government's difference of policy and the economy development between the areas, the imbalance between the east and the west is intensified, which has already surpassed the alarming-line. The gap between the east and the west will be influencing the development and stability of the economy and society in China. How to reduce the gap and how to realize regional sustainable development is the main goal of the macro-economy development of the 21 century.In 1999, President Jiang Ze-min pointed out at several important meetings that it's time to speed up the economy development in the west. In December 1999,at the central government's economy meeting , it has been put on the first place to adjust regional economic structures and to exploit the western economy development.The paper consists of four parts. Chapter One is the groundwork of this paper. The exploitation of the west must follow market mechanism. Meanwhile, it needs the support of the government's policy and founds. As to which way should the exploitation choose, the article thinks that developing characteristic economy is inevitable in the exploitation of the west.Chapter Two: specific analysis of the regional superiority and the western characteristic economy.Chapter Three: Define concepts of the human resources and the relationship between human resource and the regional economy. On one hand, human resource is the most powerful force to push forward the economy.Chapter Four: According to the current situation of the western human resource, the paper explores some ways to exploit and develop the human resource.
