Evaluation System Build And Policy Study On Regional Circular Economy Development

With the beginning of china economy system reform in the end of 20 century, china has realized rapid economy growth at amazing speed. Today, china, the old orient country, has been on the center of the world economy stage, "focus on economy construction" has become truth and standard that everybody knew. However, what is it behind "rapid growth"?—That is excess resource exploitation (especially unable-regeneration resource), excess contamination ejection, hasten entironment deterioration. We depend on inefficient growth mode to realize "rapid growth". At the same time, the traditional economy mode with excess resource exploitation, excess contamination ejection and economy inefficiency , has become the primary obstacle of sustainable development.Facing the fact is mentioned, we need look for new economy development mode to support sustainable development. As the embodiment of new type industrialization road , circular economy focus on the efficient and circular using on resource , regard "reducing ,reusing, recycling" as principle, with basic character of "low consumption, low ejection, high efficiency ", accord with concept of sustainable development ,is the practical mode to promote sustainable development.This article mainly study circular economy development on region lay. First analysised the theory origin, connotation and basic principle (3R principle ) of circular economy, compared circular economy mode with traditional economy mode; and then introduced circular economy's development process and practical mode in developed country, analysised the actuality of china circular economy's development, summarized circular economy's development mode of developed country, bring forward the apocalypse that developed country brought china; by analysising main factor influence regional circular economy development ,build the evaluation systemof regional circular economy development------including resource reducing evaluation,resource callback and reusing evaluation, contamination reducing ejection, entironment evaluation, economy and society development evaluation; On this base, builded regional circular economy synthetical evaluation model, to evaluate circular economy development status of different regions; At last, accord with the basic theory of environment policy and economics, bring forward economical and public policy of regional circular economy system, including: Pollution Charge System, Tradable Permits and Rights, Deposit-Refund System, Market Barrier Reductions, Government...
