The proper utilization and scientific management of agricultural land, arable land especially, bare great importance to the regional provisions safety. Though the most rigorous arable land protection system is adopt in China, there are still many problems in the arable land utilization and management, while constant quantity decrease and overall quality degradation represent the major ones. There are many direct reasons leading to the quantity decrease of arable land, among which problems in conserved arable land use, such as lower investment of organic nutrient, overuse of chemical fertilization, soil degradation and pollution, inadequate capital investment in farmland consolidation, and problems in newly reclaimed arable land, such as lower quality and worse location compared to the occupied arable land, count most. Hence, to draw scientific and proper fertilization plan, to reinforce the consolidation of farmland whose outcomes below the average and to execute strictly the "quantity and quality balance of total amount of arable land system" are important ways to improve the quality and yield of arable land and to protect the provisions safety in our country, while the data of arable land quality is the base for those ways implementing effectively. The data of arable land quality derives from arable land appraisal. At present, there are abundant appraisal outcomes of arable land, the most typical of which is agricultural land gradation-classification-valuation which inherits and innovates the old appraisal theories and methods. It is of great importance to study the specific application of agricultural land gradation-classification-valuation outcomes in land management since application is the greatest value of production.With the application of agricultural land gradation outcomes as the major idea, this dissertation explores the application of agricultural land gradation outcomes in estimating arable land yield capability, dynamic balance of total amount of arable land and demarcating primary land protection district.
