They logged the market provision of quasi-public goods and distorted its purpose.To evade the public risks in process of market provision, our government should take public responsibilities, adopt effective policies to ensure effective competition, build social vulnerable groups compensation system, improve related regulations against corruption and develop integrated regulation system.
