As the spearhead and one of the strategic pillars of the national economy, the software sector is known as the "heart and soul of the IT industry". Today, software and related information service sectors have infiltrated deep into virtually every aspect of our economy, society, military and culture and proved to be the important foundations of the realignment of the economic/product structures. The appearance of industrial clusters as a new phenomenon in industrial organizations and regions economies has greatly sharpened the competitive edge and boosted the development of the industries and regions concerned. How to leverage the more advanced industrial mode of industrial cluster has become a brand-new and imminent issue.Based on an in-depth review of industrial cluster theories, an inquiry into the difference between industrial clusters of the software and traditional sectors is made. Then analysis is made on the internal and external environments for the development of the software industrial clusters in China, pointing out that software parks are important carriers of such clusters, as well as critical platforms for integration and mutual complementation between businesses. Fresh interpretation is presented for the theoretical basis of the selection of software cluster development models and their optimization. Through the comparison of a number of options for the development models, a design is offered for the development model of the software industrial clusters in China to guide the development of software industrial clusters of the nation and the regions concerned.To evaluate the development levels of the software industrial clusters and to allow a better play of the cluster effect of the software sector, an index system is established and the weigh of each index identified. Based on an objective analysis on the development of industrial clusters in Jiangsu Software Park (JSSP) in 2004 and 2005, a number of policy proposals are offered to drive the development of the software sector from the standpoint of software industrial clusters.
