As the city public utilities, the water industry in China will face basic market reform in the five years. It is the trend that characteristic of plan economy will fade continuously. Funds from abroad, domestic companies and personal capital all enter the water industry, after documents of the Construction Department come out. Ownership of water resource, rights of usage and management become the focus of the water industry management reform.The human resources in the water industry become more and more important. It depends on the men in this field to reorganize human resource ,reduce costs and make the largest profits. It is necessary to make a scientific reorganization and plan of human resources.Firstly this thesis analyses the present situation of domestic city public utilities and human resources management of water industry. Secondly it explain the characteristics of human resource management of water industry and the existing problems. Then it states the present situation of human resources management in company A, analyses organization constitution, posts and person quality of this company. At last, according to work analysis and person evaluation, an advanced and practical plan is given in the paper.The thesis uses company A as the object of study. In the first chapter, it introduces the background of study, present situation of city public utilities and the management of water industry, the research method and content. In the second chapter it states the related theory and the key points of human resources disposition, refinement and reorganization. The next two chapters are the core of study. In the third chapter, it analyses the present situation of human resources management in company A, pointing out the existing problems.
