The water conservancy is the infrastructure industry of national economy. It closely related to social development and people's lives. Most of water conservancy projects, such as flood control project, flood dealing project and so on, have huge social benefit, but lack huge financial income. In the past time, water conservancy project appraisal isn't integrated for it always locals in economy benefit, but ignores social and environmental impact. Some times social appraisal also doesn't be analyzed as an independent part even if it has been considered and also the social appraisal of water conservancy projects has its own features, so it is necessary to establish and study the social appraisal model of water conservancy project.This article generalizes social appraisal theories and methods of the construction project of inside and outside of China and discusses the necessity and contents in the social appraisal of water conservancy project. After comparing general social appraisal methods of water conservancy project (such as the way of qualitative analysis, the way of quantitative analysis, comprehensive evaluation and so on) comprehensively and systematically, this article points out their merits and drawbacks in practice and decides to use the qualitative and quantitative combining method analyzing individual indexes, then evaluates social impact of water conservancy project comprehensively.In view of the characteristic that the social appraisal of water conservancy project has many indexes which are difficult to be quantified, fuzzy analytic hierarchy integrated evaluation method and artificial neural network method are put forward. Fuzzy analytic hierarchy integrated evaluation method uses fuzzy mathematics changing qualitative analysis which indexes are difficult to be quantified into quantitative analysis. It acquires indexes' weights by experts and then calculates comprehensive evaluation index. This solves the problem that some indexes are difficult to be appraised. Artificial neural network method obtains index weight of the open model by using trained sample network, and then calculates comprehensive evaluation indexes. Because index weight is created in network, this method solves the problems that index weight is impacted by human in the traditional fuzzy analytic hierarchy integrated evaluation method.This article takes Jiangya hydro-junction project as example, firstly uses qualitative and quantitative combining method evaluating single index, secondly builds its index system and decides 14 indexes of 4 aspects.
