The Competence and Level Management is an innovation of Chinese Tax system on human resource management. Ever since the original adoption of this means by Nanking Local Taxation in late 1998, the Competence and Level Management has been introduced to both national and local tax systems, which stir a heat wave in domestic tax system aimed at experimental reforms by this means. Delightedly, the reform leads to a significant improve of tax system's performance.However, at present, the Competence and Level Management is in a great lack of theories. Related papers are rather limited while most of them are just reports. Meanwhile, many problems still exist obviously in the mode, process, methods and so other aspects of Competence and Level Management. It is still on the groping stage in practice. Therefore, this paper manages to make a systematic study on it ,which is valuable in theory, as well as .On the basis of reviewing and analyzing the reform practice, this paper makes great efforts to employ modern performance management theories to construct the system of Competence and Level Management of Taxation both the theoretical and practical perspectives. Hereby, the paper is divided into three chapters, as follows: The first chapter: The general theoretical analysis on the Competence and Level Management on tax department. The rise of the concept of Competence and Level will be introduced firstly. Then some other related concepts will follow. Finally I intend to analyze the backgrounds, influences and significance of tax department's reform.The second chapter: The grope in practice of tax department's Competence and Level Management reform. This chapter firstly introduces practical modes of Chinese tax department's Competence and Level Management reform. Then,the effects and experiences of the reform will be elaborated. At last, I will give a deep analysis on the still-existing problems in the reform process.
