Facing an environment of opportunity production, in order to response to the market with the greatest promptness , to organize the research and development of opportunity production under reasonable cost in a short time, enterprises with promptness need cooperation, share each other's core resources, make up dynamic alliance, and manage it with project management conception, so to improve the enterprise's ability of respond to market opportunity, cut down the production cost and enhance the ability of competition in market.In the research of project management, Resource-Constraint Project Scheduling Problem(RCPSP) is hot. It is a typical problem in production dispatch, which is a major subject of engineering devising. Because Resource-Constrained Project Scheduling Problem must deal with the constraint of cycle time and resources, it is NP-Hard more hard than ordinary workshop scheduling problem, which is a particular case of project scheduling.Regarding mathematic planning and heuristic methods'limit in solving RCPSP, a resource allocation genetic algorithm was brought up which based on two layer model network plan, and algorithm step was given, tested with calculating example, its validity was proved.For the complexity of multi-mode project scheduling problem(MPSP), Virus co-evolution Genetic Algorithm-MPSP-VEGA is developed. MPSP-VEGA produces two sorts of group, one is host and another virus.
