Process reengineering, known as an enterprises revolution, is originally a management pattern for enterprises. Since 1990's, western governments have introduced this theory to reengineer the government management pattern, and achieved beneficial experiences in practice and theory. In recent years, Chinese governments, especially some local governments have improved the management pattern and focused on building a service-oriented government with high efficiency. Government Service Center emerges as the times require. This one-stop approval pattern has been widely concerned since its birth, however, restricted by the ideas, it has not reached the expected goals of low cost and high benefit, and demands for process reengineering.This article analyzes and studies the one-stop pattern of government approval after reviewing the theories and practices of process reengineering both at home and abroad. It firstly explains the background and features of this pattern, then compares and comments various present approval patterns by charts. It is suggested that the present approval pattern influenced by the traditional pattern is still with low efficiency, which will negatively affect the public government image. Therefore, the article puts forward principles, methods, and further, a new plan to build a Virtual Government Service Center by referring to M·Hammer and JChampy's process reengineering theory and successful cases of application.
