Study On The Economic Accounting Of Ecological Environment In Jiangsu

Scientific development view demands urgently that study on the economic accounting of ecological environment is strengthened. What should be enhanced, recently, are both theoretical study and applied research of the economic accounting of ecological environment. We should build theoretical framework of the economic accounting of ecological environment and fully employ deep ecology thought, theory of sustained development, and environment economics theory, based on analyzing character of ecological environment reproduce under market economic system.Principal approach of bringing ecological environment into national economic accounting mainly include bringing it into GDP accounting, national wealth accounting, national assets-liabilities accounting, and input-output accounting. There are two kinds of methods what is material accounting and value accounting. In material accounting, we designed material accounting tables for nature resource and for environment resource. Premise of value accounting is choice of value methods for nature resource and environment. Based on this, we can design value accounts for land resource, forest resource, mineral resource, water resource, and environmental resource.Way of bringing ecological environment into system of national accounting is that two items, which are "net value of nature resource" and "ecological environment welfare", are added to depict the flow of nature resource ecological environment, and to adjust relevant items in circle matrices for national accounting. Meanwhile, by means of technology of the expanded circle matrices for national accounting, we established circle matrices for economic accounting of ecological environment, which will greatly help to analyze the relations of between economy and environment in means of modeling and employing computer technology.In case study on economic accounting of forest ecological environment in Jiangsu, we appraised the value of Jiangsu's forest resource and ecological environment (year of 2002), and founded circle accounts and circle matrices for economic accounting of Jiangsu's forest ecological environment, which provided an example (or a model) on region's economic accounting of ecological environment. Study indicates that Jiangsu's total value of forest resource and its ecological environment (year of 2002) are RMB879.71 hundreds of millions, that the ratio of its forest resource and its ecological environment is about 1 to 5, and that "Jiangsu's net value of forest resource (year of 2002)" is RMB97 millions and "Jiangsu's welfare of forest ecological environment (year of 2002)" is RMB635.41 hundreds of millions.
