Study On Construction Of Dairy Industry's Cooperative

In our country, the dairy industry is a booming industry. Inner Mongolia has the resources advantages for developing dairy industry and the dairy industry developed rapidly within recent years. Dairy industry, as driving forces for local economy and also served as momentum for increasing farmers income, have got the great attention of the local government. But we can claim that, although the development of the dairy industry did drive the rapid development of local economy, it has a lot of problems. Farmers shoulder not only the risk involved in raising the cows but also the market risk related to the strategy shift for dairy industry's enterprises. Lack of the technological supports from service organization of the local government and decentralize management of individual dairy farmers, the technology innovation is very slowly.The cooperative can solve this problem effectively. This paper has taken Tumet Left Banner as an example and makes comprehensive analysis. Tumet Left Banner was called"pioneering banner of dairy industry"in the Inner Mongolia Autonomous Region, it have unique characteristics so that can serve as a distinctive case. After taken concrete analysis of the case and drawn lessons from international experience, then put forward some constructive measures for dairy industry development for this region. These measures concerned the definition of property right in the cooperative, the institutional arrangement, and governance structure and interests distribution mechanism within cooperative. It is hopeful for these measures, which can add some new insight for the establishment of cooperative society in dairy industry of Inner Mongolia autonomous and can be acted as important reference for the construction of cooperative within our region.
