Research On The Optimization Of Information Management In China's Social Insurance

Since the implementation of the Gold Insurance Project, the construction of information-based has made great achievements. The organizational structure has been gradually regulated, the administration of social security departments at all levels has been more comprehensive, and the platform of the administration of social security information is showing diversification in both structural function and technological compatible. But, at the same time, the construction process is also facing the challenges from social areas, economic areas, self-administration areas and information technological areas. As the social security theory innovation and the system advancing with the times, people have increasing demand of adaptability and standardization. Floating population is becoming more active while the demand of social security system is becoming more stable and reliable. Aging population is an inevitable topic to the world, so the management level and investing ability of social insurance fund become much more important.This research based on the Organizational Management Theory, the Cost Management Theory, the Structural Function Theory and the Information Economics Theory. First of all, this research started from the concept and the features of social security informational administration, and analyzed the developing situation of the construction of social security information. During the construction and managements of the Gold Insurance Project, it was found that there still have the problems of less standardization and worse sustainable development. Secondly, deeply probe into the factors of the construction of China's social security information. Among all of these, higher orchestration level means better informational system. People in higher living level needs more stable system, and people with lower living level needs much basic propaganda. Then, on the basis of demand analysis of information construction, the paper designed an optimal scheme which concluding a mainline and five sub-systems. The optimal scheme advocates the combine of the Mainline and the five sub-systems. And finally, expatiated the solution and the guarantee measures to the optimal scheme.
