Administrative division can go back to ancient times. It came into being with the emergence of countries and has been adjusted and changed according to the demand of the economic development, and at the same time it has been pushing our economy and society to move forward in all ages. In consideration of the funcion of administrative division in this aspect, in 1981, Pingyang County was divided, into two smaller counties:Ping Yang County and Cangnan County. Soon afterwards, Longgang Town ---hina First Peasant Town was built and boomed all the way ever since. But in recent years, compared with Oujiang and Feiyunjiang river valleys in Wenzhou, it seems to be lagging behind. Nowadays, with the speed-up of urbanization, Cangnan and Pingyang counties along the Aojiang river Valley are unable to adapt themselves to the requirement of economic integration as a result of its administrative division. Under this circumstance, this paper will, by studying the interaction between regional economy and administrative division, reflecting upon Aojiang river valley's economic development, following the basis of optimum control and composite administration mode of administrative division, and taking example by the advanced ideas and deeds in this aspect at home and abroad, and also through data statistics and comparative study and the conception of city union and metropolis circle, supply for the decision makers some good schemes for the further development of Aojiang river valley, as well as a series of scientific theories, based on which a better way and mode can be found for the development of regional economy.
