Then through the analysis of the current situation and the problem of small medium-sized enterprises regional informatization, this article expounds the particularity and demand of small and medium-sized enterprises regional informatization, which lay a realistic foundation for building the support platform. According to the particularity and demand of small and medium-sized enterprises regional informatization, this article builds the framework of support platform, clarifies breakthrough point of support platform, determines the objectives and principles of support platform, and constructs the structure of support platform which is mainly stated in system structure, frame structure, function model and topological structure. The system structure is composed of regional superior information management department, regional core or leading small and medium-sized enterprises information service department, the provider of information resources and mall and medium-sized enterprise users. The framework model adopts three layer framework structure of network platform, information service platform and application system platform. Function model consists of data services, virtual information system services, information system customizing service, collaborative services and operation management. And topological structure adopts the star-shaped network topology structure. In order to realize the function of support platform, this article constructs the logical model of support platform which is designed from two aspects of system flow and data processing. And this articles analyzes the data processing of subsystem in detail, on which describes data processing flow chart of subsystem.To ensure the support platform operating stably and effectively, this article states the operating mechanism of support platform, in the last, including development mechanism, operation mechanism, maintenance mechanism and security mechanism which is emphasized.
