Study On Evaluation Of Land Intensive Use In Shandong Mingshui Development Zone

With the development of social and economic, the contradiction between land supply and demand has become increasingly fierce, and land use faces unprecedented challenges. The establishment of economical and intensive land use patterns is the inevitable choice to ensure sustainable development. Development zone, as the booster of our country's economic development, plays an important role in China's modernization process. After twenty years development, the development zone has made great achievements, but there are many problems such as land wasting, low efficiency in the process of land use. The land intensive use degree should be impeoved. Therefore, it is very important to study on land intensive use.With Mingshui development zone as the research object.evaluation index system including land use status, land use efficiency and management performance 3 target layers,6 index layers and 16 index has been constructed, according to the basic connotation and related theory of land intensive use and land use status of development zone. AHP methods were used to identify the weight of each index and the coordination degree model were used to estimate the land intensive use level and potential of the zone, analyze the problems about land intensive use, and put forward suggestions for improving the level of land intensive use for later. The main research results of this paper are as follows.Firstly, the coordination degree model was constructed to evaluate the level of land intensive use. This paper put the land intensive use of development zone as a composite system composed of multiple subsystems, based on the theories of synergetics and the principles for composite system.established the coordination degree evaluation model of development zone and the concept of potential degree was introduced to describe departure extent of the system to the optimal state.Secondly, on the basis of analyzing the land use status and socio-economic conditions of Mingshui development zone,constructed the evaluation index system of land intensive use and estimated the coordination degree for 0.73 of the zone,the potential degree for 0.27.According to the theories,the land intensive use was at a level of high,the potential of land intensive use was low.From the three target layers that constituted the evaluation index system, the coordination degree of land use status was 0.74, the potential degree for 0.26.the land use efficiency was 0.62. the potential degree for 0.38.the land management performance was 0.78, the potential degree for 0.22,all at a good land intensive use level.The potential of land use status and land management performance was low,but the land use efficiency was higher.Thirdly,there were problems of land use,such as:①The rate of bidding, auction,listing was 1.09%,which was low.②The rate of land use for the high-tech industry is 18.31%,which was low.③The intensity of input-output of the development zone was uneven.The average intensity of input were 3916 ten thousands yuan every hm2,and the average intensity of output were 4014 ten thousands yuan every hm2,the ratio of input-output was 0.98.In the 35 enterprises of the development zone,the highest ratio of input-output was 0.63,the lowest was 1.83.Fourthly, there were some suggestions to improve the level of land intensive use.①Making a good land use plan and the industrial land use standard, which was used to guid the land use of the zone and save land resources.②Readjustment the layout of industry. The zone should be introduced specific industrites around the four existing pillar industries, making the chain of the upstream and downstream industries completed, optimizing the industrial structure,improving the level of land intensive use.③Improve the level of land investment. The core of land intensive use was to improve the level of land investment. Threrfore, when the projects were introduced into the zone should control the intensity of project investment and improve the level of land intensive use.④According to the demands of constructing environmental and friendly society, increase the investment of environmental protection, constructing ecological zone. In order to realize the coordinated, scientific, sustainable developmen, should make the investment environment perfectly, promote the management service level and expand the space.
