The Research Of Optimal Financing Pattern Structure Under The China's Economic Structure Adjustment

The fund allocating function of financial system has the influential role to the entity economic development. A country's economic structure adjustment needs that the financing pattern structure of financial system make the adaptive and harmonious change. Through analyzing the characteristic of emergent industry, shortage department and each kind of financing pattern, this article mainly discussed with the optimal financing pattern structure adapted to industry restructure and the productive structure adjustment in our country.This article argued that financing pattern structure is the proportional relationship and relative constitution of each kind of financing regime arrangements in the financial system, and the standard measuring whether financing pattern structure is the optimal is whether financing pattern structure is compatible and harmonious to the entity economic structure. Now the tendency of our country industrial structure adjustment is that the core of industrial development transfers from traditional industry to emergent industry. Under this adjustment dimension, the optimal financing institutional arrangements which are fit for providing the financial support to the emergent industry should be that develop prior financial intermediary such as the local small bank, venture capital fund intermediary and so on. In addition, at the same time, it should be developed that the multi-level capital market system containing the small and medium stock market, the growth enterprise market and the OTC market in the stock motherboard market foundation. Under the productive structure adjustment dimension, compared with commercial bank, policy bank is the financing pattern which be more coordinated with shortage department. Secondly, the cooperative finance can provide the financial support for the agriculture department of short department. In the optimal financing pattern structure system for providing support for short department, the cooperative finance is important supplement besides policy bank.Through analyzing the current situation of financing pattern structure in our country, this article thought that the current situation of financing pattern structure in our country is not to support for the strategic emergent industry's development and the short department's improvement. The problems are various, for example, indirect financing proportion is oversized and the direct finance proportion is small. In addition, in the direct finance, stock financing proportion is far lower than bond financing. Secondly, the local small bank's development is at the weak position in our country. At the same time, the policy bank's development falls behind the commercial bank by far. The Rural credit cooperatives developed by lag, the cooperative finance is flaw substantially. The reasons are mainly four aspects. Firstly, resource allocation mechanism which follows the market principle is insufficient in the financial system. Then, finance ecological environment outside financial system is against for the improvement of financing pattern structure. Thirdly, the financial tilting strategy of government is not very prominent. Fourthly, financial theory in related field developed by lag. Finally, this article proposed from five aspects to optimize financing pattern structure in our country. Firstly, government should support to the development of local small bank. Secondly, it is necessary to consummate the multi-level capital market system. Thirdly, government should strengthen the inclined support to the policy bank. Fourthly, it is important to enhance to construct the Rural credit cooperative. The fifth aspect is to reconstruct the folk cooperative finance at the right moment.
