Government Constraints Of Land Use Optimization

Optimization of land use is an important way to intensive land use, and it is also a necessary requirement for implementing the scientific concept of development comprehensively. It is very imminent for us to know how to use land efficiently with China's rapid economic development over the years, the contradiction between people and land is upgrading accompany the accelerating pace of industrialization and urbanization, It is also the major theoretical and practical issue that how to solve the problem and coordinate the relationship of economic, social and ecological in the land-use research.In this paper, the author not only discusses the problems which appear in the process of land use in depth in China by using the new round of land use planning in the Xianrendu town, but also predicts the land-use scale of Xianrendu town in 2020 and identifies the difference between indicators of land-use planning is expected to scale and in binding target with the help of social and economic development information and various types of land use data about changes 1996-2005 of Xianrendu town. The paper predicts anticipated targets layout of Xianrendu town land planning, finding out the concept of local government planning and layout and through comprehensive analysis, proposes land-use structure optimization of urban and rural construction and layout methods and ideas. Ultimately land-use spatial layout optimization will be achieved. This paper is divided into seven parts:The first chapter is an introduction, background analysis on the basis of research, reviews the academic research status and progress to land use optimization, and summarizes the structure and layout of urban construction land-use optimization theory, then explains the purpose and significance and methods of this paper.The second chapter mainly to explain the focus concept of this article and describes the theoretical basis of land-use optimization.The third chapter indicates the problems in the current land-use of Xianrendu town, which based on the static analysis to the basic situation and land-use status of Xianrendu town in Laohekou and the dynamic analysis to the land-use changes during 1996-2005 in this area.The fourth chapter predicts the Xianrendu town planning objectives of the land area and urban construction land area according to the information on land-use changes and national economic development indicators and other important information which provided by Xianrendu town in Laohekou 1996-2005, and then indicators with higher authorities to find out the difference between the two and analyzes the causes of the differences.The fifth chapter proposes the best model of layout of urban construction land in Xianrendu town according to the regional conditions and socio-economic development in this area, combined with "point-axis" theory fairy. Then compares with the local government planning process and find out the difference between the two and analyzes the underlying causes of the differences.The sixth chapter finds out the factors affecting land-use allocation based on the in-depth analysis of chapters IV and V, and then proposes land-use optimization.The seventh chapter includes the conclusion of this article and the further prospect of this study.
