Poverty, particularly the main problem for the developing countries, has not been effectively solved for a long period of time. China, as a rapid growing up developing countries also could not avoid this problem. Microcredit emerged as many economists and scholars constantly did extensive researches. From the view of system, microcredit is a financial activity which organically combines financial innovation and help deficient up to arrived door; also, it is a kind of poverty alleviation tools to fusion economic development and social development.In recent years, many countries have practice the microcredit projects and the United Nations set the year 2005 as The Microcredit Year. In 2006, Muhammad Yunus, the founder of Grameen Bank, was awarded the Nobel Prize for peace, which made microcredit more populated. Now Microcredit has become the world's recognized effective poverty alleviation tools.Our government also began to focus on the poverty alleviation role that microcredit had played. Document No.1 of the Central Government had repeatedly mentioned that we must pay attention to the function of microcredit poverty alleviation for years, and the scholars in all fields had also been developing various discussions constantly. Microcredit can better solve the rural poor families' difficulties in financing, and improve poor farmers'income level, besides, it is the implement for the people-oriented scientific development view, constructing harmonious socialist society and promoting the construction of new socialist countryside.According to International conventions, microcredit is divided into social welfare (public) and institutionalism (profitable) and institutionalism can be subdivided into Poverty Alleviation-oriented and profit-oriented. This paper focuses on welfare socialism (public) microcredit. Chapter One analyzes the background of microcredit from the perspective of theoretical and practical significance, and the ideas and research methods according to the current situation in China. That is to say, to develop a microcredit can effectively relieve the farmer loans, so as to improve the difficult question for poor peasant households income level, and smooth the development of poverty alleviation, the problem of "agriculture, countryside and fanners", and promoting the construction of the new socialist countryside, and helpful to the development and innovation of rural economy development and anti-poverty theory; Meanwhile, as part of the rural financial innovation theory, it also conduces to enrich and perfect rural finance. Chapter Two researched on a few international successful microcredit models. The third chapter presents the development of public welfare microcredit in China, including general development pattern, the existing problems and so on. Chapter Four compared the similarities and differences between the mode home and abroad. The fifth chapter proposed measures from the aspects of government policy, the central bank aid, self-construction, aid agencies for the sustainable development of China's microcredit.
