Sea farming of china has gone through four tides in fishery breeding, and its output has reached the first place of world. However, with the fast development of the sea farming of china, exposed some serious problems——marine biological resource's day-by-day depletion, the cultivation area environment's sudden worsening, the sea area ecological environment suffers the serious destruction and so on; Otherwise, these questions have also hindered the healthy and sustained development of our sea farming. In order to get rid of the vicious circle in our sea farming's development, and realizes its sustainable development, one of measures each region adopted generally is optimizing sea farming's layout. But the traditional industrial layout theory establishes in the maximization of economic benefit, and has neglected the adverse effect which the industrial development creates to the environment and resources. Therefore, the article will introduce the marine environment resources carrying capacity in the optimization of sea farming's layout. Then we will investigate the internal function mechanism between carrying capacity of marine space and distribution of sea farming; in order provide the science the basis for realizing sea farming's sustainable development.In order to realize the research goal, the article mainly adopts three research techniques followed. Firstly, pot investigation. Through the expert interview, the questionnaire survey, pot investigation, in order to find out the condition of local sea farming's development and marine resource and marine environment. Secondly, ecological method. The article uses some ecology methods just like spatial pattern and distribution, interspecies relationship, ecological environment influence, to research the interior constitutions of sea farming, and the status, function and relationship in its layout. Thirdly, mathematics modeling. Through reference related achievement of ecology carrying capacity and marine space carrying capacity.The marine space carrying capacity appraisal mainly aims at the resources and environment's accommodation ability to carry on the comprehensive system analysis. It is the precondition of coordinated development on the sea area natural ecosystem and the coast social economy system. And it is also the objective standard on appraising the coastal area social economy sustainable development. Therefore, region should rest on its resources and environment's different supporting capacity level, and adjust sea farming's layout reasonably, to utilize fully on different sea area's pollution capacity, to enhance utilization rate maximally on marine resource and marine accepted dirt ability, in order to realize the goals of sea farming's sustainable development and keeping marine ecosystem health.Through analyzing the present situation of our sea farming's layout and the influence factors on carrying capacity of marine space, basing on the sea area supporting capacity theory and the industrial layout theory, to construct an intrinsic action mechanism model between carrying capacity of marine space and distribution of sea farming. At the same time, we have confirmed the accuracy of theory above, by analyzing Qingdao's sea farming's layout and estimating Qingdao's carrying capacity of marine space. Then we make some suggestions to optimize Qingdao's sea farming's layout based on carrying capacity of marine space theory.The article bases on the estimate analysis to the Qingdao sea area supporting capacity in the foundation, and accord to internal function mechanism between carrying capacity of marine space and distribution of sea farming, defers to "four belts +one bay two wing and one island" to the Qingdao's sea farming layout the overall pattern carries on outlines:"Four belts", according to the different heterogeneity and the function in sea farming, forms four marine culture belts which are the super-tide belt and land cultivation belt, the mudflat aquaculture belt, the shallow-water fish-farming belt and the deep sea cultivation belt. -"one bay two wing and one island", basis on the regional characteristic of sea farming's development, according to the Qingdao's overall developmental strategy, forms four marine culture areas—one bay (the Jiaozhou Bay), the east wing (the eastern coast region) and the west wing (west coastal zone)."four belts" is the macroscopic prospects of Qingdao's sea farming layout, is also the reaction of "one bay two wing and one island"; "one bay two wing and one island" is the key point of Qingdao's sea farming layout, is also the basis of "four belts".
